cannot change date and time from administrator account

When i try to change data and time it gives the error- "You donot have
sufficient privileges to change the system time". I am logged in as
administrator account. Why is this so? It was working all right before but
then I ran Microsoft Office Communicator from another domain account using
"run as". From that point onwards I cannot change the date and time.

You're probably still "run as". Log off and back on again and see if htat
helps.

It could be that you got slapped with a domain policy.
Assuming you have XP Pro...

Start->Run-> gpedit.msc
Navigate to:
Local Computer Policy->Computer Configuration->Windows Settings->
Security Settings->Local Policies->User Rights Assignment
In the right window, verify that beside "Change the system time", you
have "Administrator" listed.
