Cannot Boot Windows or Windows Setup

I cannot boot windows because I get a "Windows could
| not start because the following file is missing or
| corrupt: \WINNT\STSTEM32\CONFIG\SYSTEMced
| Then it mentions that I can repair the file by starting
| windows Setup by using the Floppy Disk or Windows 2000 CD
| and select 'r' at the first screen. The problem is I
cannot get into Windows Setup because I get the STOP
message "C0000221 Hard Error SystemRoot\System32
\ntdll.dll" after loading the forth boot disk. So I cannot
get into Windows or Windows Setup to fix the problem or
reformat my computer. What can I do at this point?
