Cannot access window start menu

I was transfering files between computer,then one of the computer
frozen,then my computer also was frozen,so I turnoff the power to
reboot,there was someking of message,I cnat recall what was the
message,so I reboot to my hard drive,and now the problem is,all I can
see is the hour glass when I put my mouse in the bottom/at start
menu,the only way I can do Is ctrl,alt,del. to shutdown or to get to
run menu,can someone help me plz. thank you.

Use the CTRL-ALT=DELETE and select Task Manager, go to the Applications tab
and click "New Task..", enter "explorer'. If the your desktop appears than
perform a System Restore.

If you desktop does not appear then enter the following in the "New Task..."
button

%SystemRoot%\system32\restore\rstrui.exe

This should launch system restore.
 
I ran,task manager,and application tab,system restore only have the
current time and date,there must be somekind of spywares that got in my
computer,is there someone out there can help me.
