cannot access all websites

please help..i cannot access any websites on a particular
account in my laptop.but in another account i already can
by resetting the Web settings. I cannot reset the
websettings on the said account i have a problem with.

Why not? ..... what happens? ... is the button "grayed-out"
[Gee .... that sounds like me ....grayed-out!]
