cannont install webshots program into a users machine

I cannot install webshots program on a user.

I login as administrator and install the program but when
i login with a user the program doesn't work
 
Perhaps the program requires that the user have local admin rights (ugh).

Is it really necessary? AFAIK it's just a screensaver app....
 
check out what the app is doing with filemone and regmone from sysinternals.
I think it tries to write somewhere under sysroot\
