Can you use buttons to change images in Normal view

I'm not sure is this is possible, but I thought I would ask anyways.

I am creating a .ppt that will act as a monthly report for various projects.
One of the slides is a breakout of all the projects parts (IT, HR, Training,
etc.) and we are using Stoplights has status indicators. My question is:

Is there a way for me to setup a button (or similiar function) to change the
colors of the lights (Red, Yellow, Green) for the report? Currently I have a
hidden slide with a graphic for each of the colors and the user must delete
the wrong color then copy/paste the new one. This is not something that
should be done during presentation, but while editing/updated the .ppt.

I'm not sure if this is what you want, but you could have a small shape
on the slide that triggers an entrance animation. The shape that comes in
can be the light. I guess you would need three small shapes for each
light, so you could click on the correct shape to have the correct color
enter. Alternatively, you could have the each color light be the trigger
for itself to exit and for the next color light to come in. That way,
clicking on a yellow light would have the yellow light exit and the green
light come in; clicking on a green light would have the green light exit
and the red light come in; and clicking on the red light would have the
red light exit and the yellow light come in.

Is this what you had in mind?

A fairly simple macro should be able to change the color of a shape or two if
it's named so the macro can find it.

It might be simpler, though, to add the graphics to the clip library, one for
each of Red, Green, Yellow and let the users bring in the needed graphic via
Insert, Clip Art.
