Can you turn off automatic prompt to connect to VPN

I set up a VPN connection to connect to the office network. I don't have any
problem connecting to the other network. My problem is that if there is no
network connection (such as when I am first coming out of hibernation or if
my wi-fi momentarily disconnects) it prompts me to connect to the VPN network
and won't let me communicate until I hit cancel on the VPN connection dialog.

Is there anyway to turn off automatic attempts to connect to the VPN. I only
want to connect when I explicitly say to connect.

Open the internet option from Control panel or IE. Select Connection. Check never dial a connection.
