Can you password protect Word doc but allow formatting changes?

I have a series of letters I've created that are set up as password-protected
forms so users can only insert specific pieces of information.

The problem is that users will be printing these letters on different
letterheads, which require that top, left and bottom margins be changed to
have letter correctly print on the letterhead.

Is there a way to allow this? They fill out form, then modify the 3 margins
before printing???????

Only by allowing them to unprotect the form. Or by including a macro that will
do this for them. Or provide a different form for each type of paper.
