How are you setting up your network? Wireless? Wired? Using Router?
Hub/Switch? or just using a cross connect cable?

It can be done, but for us to tell you we need to know your network
configuration and what OS's are you using?

Can you connect a computer only to the network, not to the internet?

Yes.

One way to do it is to manually assign the computer an IP address and
subnet mask while not assigning it a default gateway or DNS server
address. If it's an XP computer, give limited user accounts to the
people who you don't want to have Internet access. They won't be able
to change the network settings.
