Can u use zap files in Win2000?

I've just come across zap files and seen that you can use them to publish
non-msi programs via GPO's.

However the instructions for use that I have come across seem to say that
you add the software installation in the same way as an msi program, but
once clicking New/Package you then change the file type to "ZAW Down-level
applications package (*.zap)".

However there are no other file types available other than msi when I look.

I'm running Windows 2000 Server - is this an option that is only available
in 2003 or something

The information in this article applies to:

Specifically, you can only PUBLISH ZAPs per user. So if you're trying to
deploy them using a different mode (e.g. machine or user assignment) you
won't see the option to use ZAPs.
