Can the sidebar stay open when another window is maximized? Outlook seems to
always hide the sidebar.

It always is open here but is just below the folder & explorer windows. If
you want it to be on top then right click side bar choose properties and
tick the box "sidebar is always on top of other windows"

yes, the siderbar is fully configurable. Check its options and select
"sidebar is always on top of other windows"
