Can run .msi files but not .exe files directly

Hi,

With XP SP2, I am trying to run .exe files that I click on in IE6. I get two
dialog boxes that ask if I want to run, which I do, then I get an error due
to permissions. Is there some permissions change that keeps me from being
able to run exe files? If I save them, they run just fine.
