Can receive but can't send email from POP 3 Account

This is the error I am receiving:

The connection to the server has failed. Subject 'Re: Family Pics, Account:
'mail.dpginvestments.com', Server: 'mail.dpginvestments.com', Protocol: SMTP,
Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Are you trying to send through a connection that goes through another
internet
provider before it gets to dpginvestments.com? Such connections to port 25
are often blocked to cause trouble for spammers.

There are two things you can try if this is the problem: 1. Ask
dpginvestments.com
if their email server listens for outgoing mail to any port other than port
25, and if so,
what besides the port number you need to change to use the other port.

2. You could send out email through the first internet server's outgoing
email
server instead.
 
Since dpginvestments.com is not an ISP, your real ISP will block port 25
connections to any server except their own.
To solve this problem, simply substitute your ISP SMTP server for the
dpginvestments.com SMTP server. Do not change the incoming (POP3)
server name. Your correspondents will never notice the difference.
