Can receive but cannot send email

I more or less have the same problem as the ones posted in the discussions.
The message i keep receiving is:

The connection to the server has failed. Subject 'Fw: Life Balloons',
Account: 'mail.comcast.net', Server: 'smtp.comcast.net', Protocol: SMTP,
Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Both antivirus programs Zone Alarm and AVG are running. Didn't use to have
a problem before when i was in the US but now i'm in the Philippines.
 
i already found the solution to my own problem. It has nothing to do with
the antivirus program i'm running.
