Can Outlook warn if sending with a blank subject line

When sending an email from Outlook 2003 can an option or rule be set to check
for a blank subject line and bring up an 'are you sure?' type message when
you click on Send?

There is no such feature, but you can build it in with a little VBA code:

strMsg = "Please fill in the subject before sending."
MsgBox strMsg, _
