Can not Start Windows XP

Worked on my computer and shut down, when I came back to
start it up I get an error message before windows starts.
<windows root> system32/hal/.dll can not be found or is
corrupt.
It will not let me past the error, I tried to boot off my
xp cd and reinstall Xp but I continue to get errors.
Any help.
