Can not shut down

After installing update, I can no longer shut down.
Computer reboots it's self. The computer reboots even
with a hard shut down, kinda spookie any sugestions?

Perhaps BSOD? To be able to see the blue screen stop message; Control
Panel|System|Advanced|Startup and Recovery, I usually like to uncheck
"Automatically reboot" this way you get a chance to read the stop error.

i had the same problem and the solution was to remove the
USP serial port from the PC.
