can not send email when it is in peronsal outbox

I can not send a email when it is done from the personal outbox. What do I do?

I don't know what you mean by personal outbox.

What version, mode, and SP level of Outlook? (help | about)
What kind of mail account do you use?
What error messages do you get?

I have outlook 2003.
I have a folder that hotmail folder, and then personal folders. Under
personal folers is personal outbox. If write an email it goes to the
personal outbox and it will not send out the email. The message when I
review the email in the out box is that it has not been sent. No other error
missage. If I manually do a send and receive the message just sits there in
my outbox and does nothing.
