can not select conditional formatting

I formatted a cell with a conditional format and now I can not select
conditional formatting, nor can I paste the conditional format of that cell
to other cells.

any ideas?

Have you since protected or shared the worksheet? In neither instance will
you be able to change conditional formatting

I have not protected or shared the worksheet. I simply tested the
conditional formatting on a single cell and when I couldn't paste it to the
other cells I wanted to I tried selecting conditional formatting from the
menu and it was grayed out.
