Can not scroll in excel 2007 with windows xp

We have recently upgraded our office suite to Office 2007, our school
district uses several different models of machines, from ibm, and hp. Our
office staff can not scroll anywhere in their excel spreadsheets. I have
checked mouse properties, reinstalled office 2007 etc with no change in
scrolling behavior. The result is the same in both Windows XP Pro, and
Windows Vista business edition. The previous version of excel on our Windows
Xp machines is 10.4302.4219 sp-2. The old Office suite was uninstalled before
Office 2007 was installed. Any suggestion would be greatly appreciated as we
have 4000 machines to deal with to fix this issue.
