can not resolve DNS !!!! HELP !!!!! HELP !!!

I have a XP Home box that can not resolve DNS at all. I tried all I could
think of. Can anyone help out there.

A little background.
This box was full of AD ware and Spy ware and a few viruses.
All have been cleand and when trying to connect to the router I could not
obtain an IP. I then placed a Fixed IP and then I could Ping the Gateway and
Internet addresses. I could not resolve any DNS at all.

I have tried the following with no luck:
Install another NIC and Driver
Apply SP2 again.
Run the SFC command.
Run a repair of the OS from the CD.
Updated the NIC drivers.

Nothing I have tried worked. The only thing left is a wipe and reload of the
complete system. If anyone out there knows how to fix please let me know.
