Can not remove Desktop Picture...Highjacked onto puter

Almost entire deaktop is now a black Web Site link "You in
Danger" at the top.
The link is - http://213.159.117.130/?affid=NAT-13
Yhe link leds to - http://www.smart-security.info/main.php?
affid=NAT-13
I ran SpyBot13 to see if i can remove the very large link
from my desktop...did not find it. Also any attempts to
install new desktop pictures have failed.
Any help in locating the file on my computer and removing
it will be..."Priceless"
