Can not open references folder

I am receiving a missing or broken reference in my database when it is run on
Access 2003. I have gone to check the references but when I click on tools,
the references option is faded out and I am unable to open it.

Plz help

Is any code running while you try to access the references? Check the Run
menu. If the End option is active, click on it.
