Can not open macro storage

I have a very strange problem. I am running SBS 2003 with about 20 users and
PCs running Office '97 on either win2000 or XP Pro.
There is one and only one user that can not run most macros in either Excel
or Word as she keeps getting the error message "Could open the macro
storage"

It does not make any difference which PC she logs onto and other users on
the same PCs are fine.

What is the macro storage and how can this be related to a single user.
