can not open hyperlinks

When I click on a hyper link in Outlook I get a message that says "Operation
has been cancelled due to restrictions in effect on this computer. Please
contact your system administrator" I am the adminstrator but I don't know
how to fix this.

Usually a default browser setting issue:

Did you happen to install the Firefox browser?
