Can not open files from desktop and e-mail

Good day all

I can not open any thing from desktop icons and outlook works but help icon there does not, I lost all the icons on lower right of task bar and norton also , did internet norton scan for virus none found.I got to this screen through my favorites. I incredimail for e-mail it also stopped but I can get and send mail through outlook but thats about all

Was thinking of formatting but the disk doesn't show format , and it will not load but works with pictures and stuff
