Can not logon locally

I have a windows 2000 server with exchange 2000 and that
has a trust to a NT4 Domain. I need to log on the machine
with an account from the nt4 domain but everytime i try to
i get this error message. "The local policy of this system
does not permit you to logon interactively."
i open the local security policy and added domain admins
from the nt4 domain and i still get that message i dont
know if im supposed to reboot after i did the local
security policy.

Please help.

Domain Admins for the NT 4.0 domain has "Access this
Computer from the Network" as well as "Log on Locally?"

This shouldn't require a reboot,
just "secedit /refreshpolicy machine_policy /enforce"
