Can not get to "Internet Options"

When I click on "Tools" then "Internet Options" I get a
Restrictions notice that says "This operation has been
canceled due to restrictions in effect on this computer.
Please contact your system administrator."
I am the only one that uses this computer and am not
connected to a network or have a system administrator.
What do I do to get rid of these restrictions?
The reason I want to go to Internet Options is to change
my home page.
