can not forward?

In outlook 2003 can you send an email to another outlook that is not
forward-able?
it does not seem like the sensitivy helps. Private and confidential you can
forward both.

can you do it without adding any extra software?
 
Not without adding extra software. You can deploy the RMS client (rights
management services) but that requires that you and your receipient both
have Outlook 2003 and both have the RMS client setup.
