Can not find vpmsece.dll file in Outlook.

I keep getting the following error message.
addin:C:\program1\NavNT\vpmsece.dll could not be installed or loaded. The
problem may be resolved by using detect and repair on the help menu. Unable
to load C:\program1\navnt\vpmsece.dll you may be out of memory out of system
resources or missing a .dll file.

I tried te detect and repair and no luck. I also unistalled and reinstalled
outlook with no luck. Please help.
