can not find New Contact Group option on tool bar?

Help! I can not find New Contact Group option on tool bar? Where is it and
how do I get it to show up so I can create a contact group?

Sounds like your Contacts folder is using the wrong folder Template.
Open your contacts folder>right click in a blank area to the right>choose
customise this folder>from the drop down list choose Contacts>apply>OK
