I just set up my vista mail and now when I try to view email from other home
computers it sayd my inbox is empty. Am I now only able to read messages on
this computer? Can that be changed?

It depends on what type of email account you're accessing.

IMAP accounts can be accessed from any computer.

POP3 accounts, by default download messages to your computer and delete them
from the server. If you want to able to receive the same email from another
computer, you need to configure both computers to leave the messages on the
server. But there's no way to sync sent messages.
Tools - Accounts - youraccount - Properties - Advanced
[x] Leave a copy of messages on server
[x] Remove from server after [xx] days

You can configure WM to leave a copy of each mail on the server. Tools
Menu>Accounts>select your account>advanced tab, do this setting on all
machines that access the account.
