resize an image which is currently 1014x1402 pixels, and reduce it to a

I dunno if I get you right. Maybe you should have a look at the thumbnail
browser of IrfanView. (Look inside the File menu or simply click the 't'
key). Set the thumbnail size according to your needs via Options menu and
either use CreateContactSheet.. / Save..AsImage / ..AsHtmlFile from File
menu to set up a page according to your needs. Be sure to select all
images you want to use inside the thumbnail viewer, first.

If all thumbnails should show the *same* picture (you didn't make yourself
very clear, IMHO) you have to multiply the picture beforehand using your
favorite file manager.

You can delete these copies afterwards. So no permanent harm will be done
to your HD space...

you mean tile one picture multiple times? It's not very clear what you are
saying. You can tile pictures in Irfanview using the Panorama option. You
will need several copies of the image and several steps.

If you're trying to print out a sheet containing half a dozen wallet-
sized copies of a single photo, take a look at Iomega Photo Printer
http://download.iomega.com/english/photoprinter72web.exe
You don't need Iomega products to use this software.

Or, give Picasa <http://www.picasa.com/> a shot. Select the picture,
choose print, click on "wallet size" and change "copies per picture."
It shows you a virtual print preview of the output as you work.

I like Picasa lets you crop, re-crop, adjust colors, and do other
things without changing the original file.
