Can i stop attachments being delivered to Cc recipients?

I am often asked by users if there is a way to send emails with attachments
to contacts in the To field but with the attachments removed for contacts in
the Cc field. I haven't found a way of doing this but if anyone knows if this
is possible, please let me know.

Can't be done. Besides the rules of CC and BCC is that it is a carbon copy.
Carbon copies mean that everyone gets the same stuff.
