Can I format a cell to recognise a 4 digit number as time??

I need to enter a large amount of 4 digit, 24 hour times into excel.
Is there a way I can get excel to automatically change the format from
1246 into 12:46 and recognise them as a time, without me having to use
the semi-colon??
