Can I expand a cell without expanding the whole column in Excel?

In short...No.

But the 'appearance' of a cell larger than its column can be achieved,
by merging cells or aligning cell contents centrally across more than
one cell for example. (Merged cells should be avoided where possible
though for a few reasons)

What exactly are you trying to do?
