Can I Detect When I have Omitted an Attachment?

Like many people I sometimes forget to attach files to messages. I know that
when I send messages with attachements, I always use the word "attached" in
the message body, so I would like to detect when I have used this word but
there is no attachment , at the time when I try to send the message, and get
an alert so I can either add the attachment or confirm one is not needed.

I can't see how to do this with the Rules Wizard. Have I missed it, or is
there another way?
