Can I copy settings from one User to a new User?

I've currently got Adminstrator and Owner (also an Admin), but want
to set up another user for myself. I want the desktop, the
settings, and pretty much everthing else to be copied from Owner to
NewUser, so I don't have to set everything up all over again. Can I
just copy everything in Documents and Settings from Owner to
NewUser? Should I do that after setting up NewUser, but before
logging on as NewUser?

If it matters, NewUser will probably be a Power User. Not sure yet.

You can copy a profile from Owner to the default profile and then every new
profile after that will be the same as Owner or you can set up NewUser and
then copy the Owner profile to NewUser so that only New User is the same as
the Owner..

You might want to take a look at this article:

Keep the following things if mind if you decide to follow this
procedure:

1. You need to logon to the NewUser account at least once
before you can copy any profiles.

2. NewUser should initially be made a member of the
Adminstrators group. You can demote this account to the Power
Users group after you've copied your old profile.

3. In order to copy profiles you need to be logged on to
another account which is a Computer Adminstrator. This can be
the built-in Adminstrator account if you're running XP
Professional. If you're running XP Home, you might want to
create a temporary admin account that can be deleted once the
procedure is completed.
