Can I change shut down choices?

When I shut down Vista, there are a handful of options on how that
should go. At the very bottom is turn completely off. Is there a way
of making that the default?

Control Panel, Power Options, click "Choose what the power buttons do"
on the left. There you will be able to control what happens when you
click the power button and when you click the sleep button.

start/control panel/power options/choose what the power buttons do
(left window pane)
 
Are you using the stock Vista Start menu or have you changed it to the
Classic View???
