One of our operatives would like to add comments to onlocked cells within a
protected spreadsheet is this possible?

Yes if you have Excel 2002 or newer.

Tools>Protection>Protect Worksheet>Allow users to:

Checkmark "edit objects"

That will allow users to enter Comments in any cell, not just unlocked
cells, so best to disallow "select locked cells" also.

xl2k (and before) has 3 options on that protection dialog.

One of them does the same as as the "edit objects"--maybe it's even named the
same????

Ps. But xl2k and before doesn't have that option (in the user interface) to
prevent the user from selecting locked cells.
