Can file transfer speed be improved?

I have an external 52x Memorex CD-R and a 120 GB external hard drive. Both
connect to my Laptop via a USB connection. When I'm transferring music
files from a CD to the hard drive, the transfer rate is very slow (about
1.5x). Is there any settings or anything else I can change, set or do that
will improve the data transfer rate? Or, is this solely under the control
of the application?

USB is slower than an internal CD burner, but 1.5x seems a bit too slow.
Check to see if you have any AV software that does active (real time)
scanning when files are opened or copied.
Some examples that caused me problems in the past were: Norton AV, Windows
Defender, Counter Spy.
I don't have an external CD but internals units need to be in DMA mode and
not PIO mode, USB may or may not be subject to the same requirements.

Check in the BIOS to be sure that USB 2.0 is turned ON.
