Can an app run with out a user logged on?

I was wondering can a standard app (not running as a service) run on a
scheduled event from scheduler Tasks manager in windows, with no one logged
in to the system and no active desktop running?

As long as the account used in the scheduler has sufficient powers.

Or, you can create a Window service.
