Can a "hover message" be displayed with an icon on the desktop?

This one has me stumped. A friend needs to have a message "hover" or pop up
when the mouse is moved over an icon on the desktop. I've not found anything
referencing this but hope that someone might know if this is possible.

Hi,

Right click the icon and select properties. If this is a shortcut, you can
add to the comment line. This should appear as a popup when the icon is
selected and hovered over.
