Can a conditional formula display it's results on a new row?

I need to create a formula that when a cell is populated it runs a formula
and then inserts the results on the next row. if no data is in the cell no
new row is created.

Say If the customer runs over thier alloted space on a server the cell needs
to calculate the prorated amount and display it on a new row (Underneath
other related data) . If the customer does not run over thier allotted space
then no new results or row are needed.

is this possible???
 
functions used in a worksheet return values only to the cell in which they
are contained.
