Calculate Employee Vacation Due

I am trying to calculate when an employee is due his vacation.
He gets 40 hours after 6 months of service from hire date.
80 hours on Jan 1 of the year following his first anniversary of hir
date.
120 hours on Jan 1 seven years after ist anniversary of hire date
