Why is it when I open Calendar in OL 2003 it shows me the fview from 8 AM
regardless of what time it is?

In Outlook, go to Tools>Options and on the Preferences tab, click the
Calendar Option button. In the box that appears you can customize the times,
etc.
 
Outlook uses the start time selected in Tools, Options, Calendar, not the
"Now" time.

Upon experimentation, you have to restart Outlook after changing the start
time for it to appear as you want.
