caching Expires=None??

Can anyone please tell me what a value of Expires=None in
IE cache means? If you view the files under Tools:Internet
Options:Settings:View Files.
 
This header identifies the date/time the data should be considered stale.
This header is often used by caching client.

What I read from this is that if the data has expired a new page will be
downloaded. Otherwise the page in the cache will be used.

However this filed is often ignored by the caching application.
