Correct me if i'm wrong.

You want to be able to scroll bulletins across the bottom of your screen like the big TV companys do?

I'm not sure of any retail software which enables you to do this to be honest, at a guess however if you found some it will probably cost you many hundrens of pound, Dollars, Dina, Euro's whereever your from. Sorry I cant help further

Things like my phone and Outlook 2007 have RSS readers...

Basically, you tell the program which feed you want to suck info from, and it updates automatically and displays the feed, in my case its the latest news headlines, however you choose.

Google a RSS program, link it to BBC news.
