cable connection

in my xp i have great output but little input with my cable provider i'm pent2 400 with usb connection into my mother board
and this problem gives me a 50/50 chance on opening web sites and times out my outlook .....any idea?
my firewall is disabled (part of xp) and my security settings r minimal

Are you talking about your upload and download speeds? It's hard to figure
out what you are talking about. To check out your setup go to
www.dslreports.com and run the speed tests and the tweak test. This will
help you set your connection properly.
