cab file dependency

I have a smartphone application that I will deploy OTA using a link to the
cab file in an email or SMS. My application requires the .NET framework
string cab file (System_SR_xx.phone.cab).

Is there a standard mechanism to setup the dependency so the .NET cab file
will install automatically if not already installed on the device ?
